The 98 sportage 4 wheel drive system is a vacuum type system. Most of the time when it stops working it is due to a vacum leak. The most common place for this leak is in behind the front wheels by the brake caliper. There is a vacuum hose that plugs into the back of the wheel hub and runs op the strut tower and plugs in. The hose is about a foot long and it tends to dry out and crack where it connects to the steel fitting. Mine have done this twice. Some times you can just shorten them a little and reconnect them. Some time it's just better to replace them. It's a quick simple fix. I hope it works for you.
